But the Government overruled the recommendations and ordered negotiations to start with Paul Kagame’s government after a “particular interest in Rwanda” was expressed by Boris Johnson and Priti Patel.
“The Home Office has been in a pickle before but it’s never been something where you’ve deliberately set up a policy the permanent secretary asked for a ministerial direction on, and two years down the line nothing’s taken off,” said one.
