Gene Roddenberry originally had much bigger plans for Q.

The omnipotent being Q was introduced in TNG's premiere episode, "Encounter at Farpoint," and de Lancie's irrepressible performances were so memorable and impactful that Q evolved into one of the most beloved characters in Star Trek.
In an appearance on The Shuttlepod Show recorded before the SAG-AFTRA strike, host Connor Trinneer remarked how popular Q is in Star Trek despite relatively few appearances, and de Lancie revealed Gene Roddenberry once had far more Q in mind. Gene said to me after the first episode… Actually, he said to me something which was really important, which I’ve thought of a hundred if not a thousand times. On the third day, the dailies had come in, and I’m watching a setup on a soundstage, and a voice behind me says, “You have no idea what you’ve gotten yourself into.” And I turned around and I went, “Oh Gene, what are you talking about?” He goes, “Oh, you will find out”...
He said to me, I’m going to bring you back 6 times, at least 6 times a year.” I said, “Oh, okay. Great.” And then the next time I came, he said, “Actually, I can’t do that. It’s too flashy a character. And so, I just can’t do it”... And it made sense to me.
Ultimately, Gene Roddenberry's second thoughts about seeing Q more frequently in TNG proved correct. As entertaining as John de Lancie is as Q, an omniscient being who can do anything is incredibly difficult to write for, and Q appearing 6 times a year on Star Trek: The Next Generation would have hurt the series more than helped it. Q being used sparingly makes the character's appearances more special, and it hasn't reduced his popularity one iota.
