The state's election code, in keeping with the Civil Rights Act of 1960, bars officials from releasing those records for 22-months after an election. But in an August opinion, Paxton wrote that the ballots are public information and can therefore be accessed during that preliminary period. His office did not immediately respond Friday to a request for comment on the litigation. The
