And it took exception to the county’s claims — framing the “untenable” situation at the center as a symptom of myriad factors beyond its control. That includes a “severe” lack of state funding for foster care and a widespread shortage of foster families, which have combined to strain the facility beyond what it was intended to do.
While 82% of children entering the center leave within 72 hours, a fast-growing number of children have begun staying there for extended periods of time, the center’s statement said. Stays lasting longer than 10 days have doubled in the current year, the nonprofit said. Instances of children running away also have quadrupled over the last three years, it added.
