Highland Park is incredibly affluent while three-quarters of Dallas ISD students are counted as poor. Yet the two districts are each projected to pay back more than $100 million to the state, according to newly released figures. Both are considered property-rich based on the taxes collected within district boundaries.

Disparities were apparent in the shape of buildings where children learned, in the caliber of curriculum purchased and the quality of teachers hired, said Al Kauffman, who represented poor school districts when they sued the state. “It’s a numbers game,” she said. “What do they replace that with? Can they afford to go without it right now?”
