Cuyahoga County officials are weighing the benefits of three potential sites for a new jail, from left: the former National ACME Co. site at Eddy Road and Kirby Avenue, an undeveloped site off at Transportation Boulevard and Granger Road in Garfield Heights, and a storage container site at 2700 Transport Road.

“Some of my colleagues and I are concerned that a predominance of the folks that become incarcerated in our facility are from, like, five communities,” Councilwoman Cheryl Stephens, who recommended the Eddy-Kirby site, said during the July meeting. “So, if a predominance of them are from those places, then there’s a straight shot from the Justice Center, the county seat, to this site .”

In terms of impact on police departments, the Garfield Heights site also scored a close second to Transport Road. Mapping how far those Cleveland officers will have to travel to each of the three possible jail sites from their five stations and future headquarters on Superior Avenue still makes Garfield Heights the most convenient choice. Every station would see their commute shrink up to 12 minutes, depending on the time of day, over their current drive downtown.

CMHA and Euclid officers would have a shorter drive to Garfield Heights, but Bedford Heights and Maple Heights officers would be on the road up to 15 minutes longer, the analysis found. Regardless of the arresting agency, records show that 70% of people who were arrested the week of June 11 came from five communities: Cleveland , Euclid , Maple Heights , Cleveland Heights , and East Cleveland .

The next highest contributors to the jail – adding up to a total 81% of the jail’s population – were Parma, Lakewood, Akron, Richmond Heights, Bedford, Strongsville, Elyria and South Euclid, the analysis showed.
