“People also put plastic bags on the grounds and I knew that by the spring, we were going to get gulls, crows and magpies, who peck away at the rubbish.“There is no way I can recycle. I want to recycle but the only recycling I can do is my bottles, because there is a bottle bank on Main Road." The 64-year-old claims he was told the new system will be introduced in September in his area and the current arrangement is temporary.He said:"That is nine months we will have to do with this and it is not on.
“It’s taking too long to sort the problem and also, I said I am not willing to pay the full council tax because I am not getting what I pay for."
