The inspector general’s office found an employee with the city’s Department of Telecommunications who was typically responsible for the service changes left the city during the election cycle.
The Board of Elections was notified in May that service was ongoing, according to the probe. During that period, the city had paid invoices for at least three months of service, totaling $33,088.
According to the Department of Telecommunications, city agencies are supposed to requests changes to phone services by submitting a ticket through the department’s ticketing system. A supervisor in the department told the inspector general that the agency didn’t get any information from the elections board via that system.
In a written response, the Department of Telecommunications, which is housed inside the office of Democratic Comptroller Bill Henry, said the report “highlighted the fact that despite improvements in oversight and administrative controls, we unfortunately still had staff who bypassed the established protocols including the ticketing system and continued to correspond directly with the Board of Elections.
Baltimore Elections Director Armstead Jones said he was on leave during the end of the 2022 election season, which “didn’t help on either end.” Jones said arrangements were made for a refund because the phones weren’t being used.
