The first jitneys to go were the Black drivers of the San Felipe jitney line -- the only jitney line in the city that Black people could ride due to racial segregation.came about long before the rideshare culture today that is dominated by Uber and Lyft. In 1915, the city started to regulate jitneys to ensure they were licensed and followed certain rules.
"Jitneys were not only a way for Black people to make money, but they also transported the Black community," Gary said. Independence Heights at the time was its own Black community before voting to incorporate into Houston in 1915. The council ultimately accepted the company's proposal in 1922. If the Houston Electric Co. resumed improving the streets, the city would reduce the number of jitneys on the road, Dressman wrote.
