The Indiana State Senate voted to pass a bill that would ban the state department of correction from funding gender-affirming surgeries for transgender inmates.
House Bill 1569, authored by Rep. Peggy Mayfield, R-Martinsville, mandates that the Indiana DOC “may not authorize the payment of any money, the use of any state resources, or the payment of any federal money administered by the state to provide or facilitate sexual reassignment surgery to an offender patient.” The legislation, passed by the Senate with a party-line vote. Now awaiting the signature of Governor Eric Holcomb, it is just one step away from becoming law.
On Tuesday, during the bill’s second reading, Senate Republicans rejected an amendment that would have weakened the ban somewhat. Senate Minority Leader Greg Taylor, D-Indianapolis, proposed language that would have allowed DOC funds to be used for “nonmedical expenses ancillary to the sexual reassignment surgery, such as transportation and security,” if an inmate or third party paid for the surgery itself.
Addressing the Senate on Thursday, Taylor questioned the wisdom of passing a ban on gender-affirming surgeries in a state with only one inmate with a pending bid to get a surgery approved. House Bill 1569′s passage came on the heels of another significant blow to transgender healthcare in Indiana. On Monday, the State House of Representatives sent Senate Bill 480, banning all forms of gender-affirming care for minors, to the governor’s desk.
