Black Panther: Wakanda Forever director Ryan Coogler explains why Namor is the sequel's villain instead of a character like Doctor Doom. Marvel Studios launched the Black Panther franchise in 2018 to overwhelming success, as the first film broke box office records, won Oscars, and became a cultural phenomenon. It was eventually announced that Coogler was returning to make a sequel.

Black Panther: Wakanda Forever reinvented Namor by tying him to Aztec culture, resulting in his underwater kingdom of Atlantis being renamed Talocan. The MCU debut of Namor is one of the most exciting aspects of Black Panther 2, as the marketing has positioned him as a worthy antagonist for the sequel.
I think [Doctor Doom] is an incredible character in publishing. He's one of the big ones. Unlike Namor, there's been several different representations of him in film. So that's what excited me most about Namor was that there hadn't been any representation. He didn't have any baggage of any other actors or any other performances or any other movies. It was just publishing for Namor.
Will Doctor Doom Be Black Panther 3's Villain? Ryan Coogler has long had his mind set on Namor being Black Panther 2's villain, as he called dibs on the character while making the first movie. Despite the theories that Doctor Doom was going to appear in some form, it seems that was never really on the table, even though Coogler has some love for the character. He went on to mention in the interview that he understands why audiences want to see Doctor Doom represented in the MCU.
Marvel and Coogler are currently waiting to see what happens with Black Panther: Wakanda Forever before making plans for another movie, so audiences might have to wait for Black Panther 3. However, Doom being the villain could work if the sequel adapts the Doomwar comic arc, which saw Doctor Doom try and acquire vibranium and come into conflict with Wakanda. Coogler will likely have plenty of time to figure out if Doom is the right villain for Black Panther 3.
