After retailers cancelled orders for clothing and shut their doors following the outbreak of Covid-19, 300,000 garment workers in Bangladesh lost their jobs.

When asked whether British consumers could buy a relatively cheap t-shirt today and be reassured it was sustainably made by Bangladeshi workers, Nazma said the answer was a resolute “no”. For many suppliers, subcontracting to smaller factories is an essential business practice that helps compensate for increasing production pressures. But it creates a murky picture over who ultimately holds responsibility when things go wrong.Smaller factories often ignore safety rules. Ms Rahman visited one in recent years without fire exits, alarms or extinguishers.

“You can have all of these regulatory mechanisms and international accords on safety, but what matters is whether or not they are being implemented on the ground,” she added. Among the Western labels found among the ruins of the eight-storey Rana Plaza building were Primark and Asda. “We remain committed to Bangladesh and to the implementation of safe working environments in our supply chain there through our long-standing membership of the accord, continuous monitoring of our supplier code of conduct and Primark’s own building safety programme which operates today in five of our sourcing markets, including Bangladesh.”
