Officers were called to the 100 block of North Reservoir Street at 12:14 p.m. Wednesday and found a man who had been injured in the shooting moments before, police said. Police believe the shooting was targeted, but that the injured man was not the focus. Thirteen shots were fired by the gunman, police said.
