. A state appeals court Friday affirmed the governor’s order and reinstated the ban.

Polls this summer showed Mr. Newsom with a small lead, within the margin of error. A survey released Sept. 1 by the Public Policy Institute of California showed likely voters in favor of keeping him in office, 58% to 39%. As elsewhere during the pandemic, California workers were divided into the more prosperous who could work from home and those dependent on jobs that were curtailed by restrictions, or who had to quit work to stay home and care for children when public schools shifted to remote learning.. It also had the highest percentage of school districts with remote instruction, upsetting many parents.

Denise Duncan owns an equipment dealership in Pomona, Calif., that she said suffered a 40% drop in sales last year. She blamed Mr. Newsom’s lockdowns for the economic uncertainty that prompted clients to put off upgrades. Last year, the state’s population declined for the first time since record-keeping began in 1901, according to California’s Department of Finance. The drop was caused in part because the pandemic froze the usual flow of newcomers.Early in the pandemic, when Covid-19 deaths in California numbered in the dozens, Mr. Newsom was lauded by public health officials for issuing statewide lockdown orders and forcing the closure of nonessential businesses.

Days after Mr. Newsom’s French Laundry dinner came to light in November, the governor said he was “pulling the emergency brake” by reinstating widespread restrictions and mandating that Californians wear face masks outside their homes.Mario Tama/Getty Images The California Democratic Party successfully dissuaded prominent members of the party from running, and Mr. Newsom’s campaign has called on voters to leave the second question blank.

The recall campaign also kicked off alongside the rise of the Delta variant, which Mr. Newsom’s campaign has used to further underscore the gulf between the two men. After initially focusing on California’s record budget surplus and the economy’s reopening, Mr. Newsom pivoted to pandemic safety measures, which he described as “a matter of life and death” in recent ads.

Boosted by labor-union funds, the governor built a war chest of more than $81 million to spread his message. The top five Republican candidates on the recall ballot combined have raised more than $33 million.
