The United States could sanction Beijing, even take in Hong Kong refugees. But the consequences of overreach could be devastating for city residents.
Hom, who is a Hong Kong permanent resident, resisted that idea: “I do think it misses the problem of abandoning Hong Kong to an authoritarian ‘one country, one system’ rule … many, many different sectors, not just the young people, are quite clear that we’re Hong Kongers and we are here for the end because that’s what we need to do to not give up.
But then one could raise the hypothetical question: How high would the tariffs have to be to guarantee the highest level of autonomy for Hong Kong? And I think we’ve never found that out. The post-Tiananmen 1989 punishment by a number of countries, including our own, did not make much difference, not make much difference to [the Chinese government]. Students who had been arrested were not released.
For example, the export control -- that a mainland Chinese company cannot import some sensitive technology that is very important for high-tech development. But Hong Kong is exempt from is U.S. export control. So if the U.S. extends this export control to Hong Kong and it is temporary, then it will bite some of the high-tech companies in China. That will probably change the calculation of the Chinese leadership.
There’s a great danger now in the media, and in commentators [who] are all proclaiming quite early that Hong Kong is dead as we know it. It’s dangerous rhetoric; it’s self-fulfilling in some ways. It’s too early yet still [to say that]. And I think that the characterization of the draft decision is not fully accurate. It’s a draft decision by the NPC, which will authorize the Standing Committee to draft legislation, sometime between now and the end of June.
