Months after Congress approved $175 billion in emergency aid for health providers hit hard by the pandemic, HHS hasThe delay has left safety net hospitals and clinics with relatively little federal support, and angered Democratic and Republican lawmakers.in search of distribution criteria that would cover the diverse set of providers still awaiting aid.
