The Welsh government has set a series of five-yearly carbon budgets, gradually reducing how much Wales can emit to try and guide the way to net zero. It will make difficult reading for Welsh ministers, who have recently commissioned a group of experts to explore ways of reaching net zero even earlier - by 2035 - as part of the cooperation agreement with Plaid Cymru.
