After all, the United States was founded on the promise of “no taxation without representation” — yetliving in the country, more than half of them legally, who are unable to participate in the elections that affect their lives and livelihoods. And yes, most of them pay taxes.
Hayduk argues that noncitizen voting on the local level can be seen as part of the process of becoming a citizen, rather than a substitute for it. It undoubtedly fosters a sense of belonging and investment in the community.
