Senate minority leader Chuck Schumer is leading Democratic calls for greater transparency from the Trump administration over Taiwanese chipmaker TSMC's $12 billion investment in a U.S. plant, and flagged concerns about national security in a letter to Defense Secretary Mark Esper this week.KEY FACTS

Taiwan Semiconductor Manufacturing Company, the world’s biggest contract chipmaker, announced plans last week to build a $12 billion plant in Arizona, receiving publicBut Schumer, alongside Democratic Senators Patrick Leahy and Jack Reed, stepped in with “serious questions” on Tuesday over national security, Reuters, and asked whether the White House had offered TSMC subsidies or tax breaks to shift production to the U.S.

“We ask that you cease any such negotiations or discussions until you have briefed the relevant authorization and appropriations committees with your plans, including any commitments you have made to funding, tax breaks, licensures, or other incentives,” the senators wrote in a letter to Esper. While they supported efforts to on-shore semiconductor plants in the U.S., they urged the government to look at other U.S.-based chipmakers like Intel.
