“Nobody can come out of this pandemic and think that this service is a luxury. It's a necessity. But Rosenworcel said she has “confidence” that the agency can “come up with rules that are legally sustainable.
“It's absolutely essential that we collect outage data that fully reflects digital connections and the internet economy,” Rosenworcel said.“One of the things that we need is more competition in our broadband markets. … But it's hard to really follow through on those issues without having broader Title II authority,” she said, noting that many consumers have only one broadband provider available.
