California state auditors found “significant deficiencies” in the operations of the Department of Motor Vehicles in a report released Wednesday, concluding a combination of technology and staffing problems was the root cause of long customer lines.

Brian Annis, secretary of the California State Transportation Agency, said changes are already underway. In all, the state has issued about 1.3 million licenses that are compliant with the Real ID law. It expects another 20 million will have to be issued by the federal deadline of Oct. 1 next year.
