Even after Bush and Turner struck a deal to relinquish control of Houston's sluggish single-family housing program, the state agency in October laid out a plan to claw back $141 million in funds from the city, citing its sclerotic progress on a slew of housing relief programs.
Turner's spokeswoman Mary Benton disputed the land office's claims in a statement to the editorial board, saying the main reason the state agency is pulling dollars from the city"is because its housing program is oversubscribed and they need more money." Benton added that even though HUD granted Texas a two-year extension to utilize federal recovery funds, the land office"has refused to pass along to the city even a one-day extension.
