because of the rise of Covid-19 cases, diplomats said Monday, ending a summer-vacation reprieve for American tourists.in the U.S., where vaccination rates have also now fallen behind the average rates of shots in EU countries.
The EU also axed Israel, Lebanon, Kosovo, North Macedonia and Montenegro, leaving only 18 countries on its list of so-called safe countries. That includes China when and if Beijing permits EU citizens to visit China. At the time, European officials said Mr. Biden’s team told them they would make lifting a ban on European visitors a priority, but weeks later there hasn’t been any change.
Under the EU’s rules, the bloc is supposed to consider removing from the safe list any country with over 75 new Covid-19 cases per 100,000 inhabitants in the previous 14 days. However, the EU can take other factors into account when deciding, including whether the third country has opened up to EU citizens.
German Chancellor Angela Merkel raised the issue during her visit to the White House last month. In Brussels, officials complained that talks with Washington to resolve the issue had stalled since early July.EU countries, including travel hot spots such as Italy and Greece, require a negative test result before traveling unless a passenger is fully vaccinated, has a negative test within 72 hours of travel or can provide proof of recovery from Covid-19.
