Witnesses told investigators Singh believed that Noel was going to harm her newborn twins.
Paris said Noel was placed back under Singh's care at the end of 2021. She was able to keep in contact with him. Paris said she never suspected Noel’s mom or stepfather or of the abuse, investigators said, the little boy endured.
