After two men were charged with trafficking after a Saskatchewan RCMP investigation, the StarPhoenix takes a closer look at coerced labour.
Labour trafficking looks much more at agriculture, restaurant business, manufacturing companies, where we’re seeing the labour rights or employees standards act isn’t being enforced, so they have long work hours, they often have poor living conditions associated to it. Sometimes they aren’t even getting their pay.
The other side is the domestic — this is where we see nannying, live-in caregivers, or even working within taking care of elderly in home, we see that piece in play as well.
What we have are opportunities to exploit and coerce people that are already in a vulnerable situation … All of these issues are way more serious because of the isolation of remote and rural communities, which has been highlighted after the interruption of our provincial transport system … Human trafficking and coerced labour are facilitated by the current practices we have around temporary workers and it’s made worse by the lack of supports and social services.
In the case of international human trafficking it’s a little bit more complex because we really have to review and evaluate the impacts of our temporary foreign workers policies and really pay attention to all the organizations that work with immigrants and refugees to understand how that system is creating harm.
When we look at labour trafficking, we do see there’s people often from other countries responding to some of those ads … So, connection to services where they’re helping them with language or helping them with understanding job processes and what it means to interview to and apply and get a position, and just understanding what are their rights when they’re coming in to Canada.
