Rape victims are seeing 'significant progress' in how they are treated by the criminal justice system, the government said, even as it acknowledged the case backlog was rising with longer waits for them to be heard in the courts.
A scathing report into how police forces deal with rape cases has uncovered"explicit victim-blaming" by officers – but the government has insisted"significant progress" has been made.a programme aimed at transforming the way the police and CPS respond to rape cases.
It found police investigators, among the four forces involved in the first year of the programme, lack sufficient specialist knowledge about sexual offending, impacting the quality and outcome of investigations. It also noted that processes and procedure"often trumped" empathetic engagement with victims and that there was"great variability" in officers' attitudes, beliefs, and behaviour concerning rape and sexual offences.
"At worst, officers demonstrated explicit victim blaming and lack of belief in the victim, which impacted on the subsequent investigation," the report said.said the report shows there are"big obstacles to overcome", adding:"But there are also early signs of improvement, and I'm determined to build on these to deliver a sustainable shift in the way rape is investigated.
