A man is accused of human smuggling after federal prosecutors say he was waiting to pick Indian nationals walking across Minnesota's border with Canada in subzero temperatures -- including a family of four who died in the freezing temps.

The U.S. Attorney says Shand was driving a 15-passenger van parked just a mile south of the Canadian border between entry points in Pembina, North Dakota and Lancaster, Minnesota.
