ST. LOUIS — A federal appeals court has vacated a stay of execution for a Missouri inmate who is scheduled to be executed on Tuesday for his role in the deaths of two jailers.
On Friday, the U.S. Court of Appeals for the Eighth Circuit said the lower court did not have jurisdiction to order the stay. In 2000, Tisius and Tracie Bulington went to the Randolph County jail to help Bulington’s boyfriend, Roy Vance, escape, prosecutors said. Tisius shot and killed the jailers. The plot failed because the intruders couldn’t find the cell keys.
