Fidel Marquez, a former ComEd senior vice president, took the witness stand for what is expected to be lengthy testimony that could last the rest of the week and will include numerous secret recordings he made of the four defendants.

The four defendants charged in the ComEd bribery scheme are, from left, consultant Jay Doherty, lobbyist and former ComEd executive John Hooker, retired lobbyist Michael McClain and former ComEd CEO Anne Pramaggiore.

He told the jury that Madigan “wielded immense power” in the legislature, noting the speaker could put up roadblocks at several stages of the legislative process and that ComEd would have difficulty passing legislation without repairing the relationship with him.

Marquez also testified that Madigan continually sought sunset dates on laws important to ComEd, such as a lucrative formula rate that passed in 2011, in order to make the company return to Springfield to make another “ask” that would require more negotiations even during periods when electricity rates were going down.

The calls, which were played at the outset of the trial’s eighth day on Monday, marked the first time that Pramaggiore’s voice has been heard in the dozens of secret recordings made by investigators.The indictment alleged ComEd poured $1.

Among the recordings prosecutors are signaling they want to use when Marquez takes the stand is a May 23, 2018, call between McClain and Marquez, who allegedly described how a female gas company executive was getting “pushed really hard” to hire someone at Madigan’s request and that Marquez told her to consider the hire. .
