Natural Resources Wales' flood chief Jeremy Parr said: "The amount of money that we would need to protect everybody from all flooding - it's just not feasible. One commissioner, Dr Eurgain Powell, is worried people do not understand how their lives would be affected. "There could be an issue around those who can't afford to do that, and an issue around those communities and people who have been left behind," she said.
