The relative was not charged, prosecutors said, because he suffers from a"delibitating cognitive disease." Hired as a contract linguist in the FBI's Honolulu Field Office, Ma was assigned to review and translate Chinese documents. During the next six years, prosecutors alleged, Ma"regularly copied, photographed and stole documents" that were classified as secret.
Alan E. Kohler Jr., assistant director of the FBI's Counterintelligence Division, said the case represented a"serious act of espionage,""another example in a long string of illicit activities that the People's Republic of China is conducting within and against the United States."
