Herdman said terrorist incidents seem to be occurring with greater frequency than before, with “different actors offering new challenges to law enforcement.”

Herdman said Ohio authorities noticed a rise in violent extremism with no connection to international terrorism by 2010, where individuals had amassed weapons and developed plans to attack local leaders, schools, or political institutions. In 2012, a group of five Cleveland-area young men who were self-proclaimed anarchists considered a variety of violent attacks, including the G-8 summit held in Chicago that year and the Republican National Convention in Tampa, Herdman recalled.
In 2020, he recalled how Christian Ferguson of Cleveland was arrested after planning to call in a fake 911 report and kill the law enforcement officer who responded and how authorities arrested Allen Kenna of Cuyahoga Falls in a separate case after he planned to attack Cuyahoga Falls High School. “I would ask every senator to imagine the faces of your mothers as you look at the face of my mother, Mrs. Ruth Whitfield… and ask yourself… is there nothing we can do?” Whitfield continued.
“When gunmen are slaughtering babies, grandparents and other innocent children and Americans in grocery stores, schools, neighborhoods and houses of worship, we have a responsibility to do something,” Durbin said, calling for immediate “sensible gun law reform.”
