'I also made clear to the Ukrainians, on a number of occasions, that Mayor Giuliani is a private citizen and the president's personal lawyer, and that he does not represent the United States government,' Kurt Volker told lawmakers behind closed doors.
"It was clear to me that, despite the positive news and recommendations being conveyed by this official delegation about theresident, President Trump had a deeply rooted negative view on Ukraine rooted in the past," Volker continued."He was clearly receiving other information from other sources, including Mayor Giuliani, that was more negative, causing him to retain this negative view.
Volker stated he continued to try and arrange a meeting between Trump and Zelensky leading up to the July 25 phone call to no avail. Volker said he was unaware that Trump made such a request or that Biden was referenced until a partial transcript of the call was released to the public by the White House.
In August, when Volker and U.S. Ambassador to the European Union Gordon Sondland expressed their hope that Giuliani would convince Trump about Zelensky's good faith and help schedule a White House meeting. Giuliani said Zelensky"needed to make a statement about fighting corruption," to which Volker agreed.
