'I think everyone has just been absolutely astounded by this announcement - I think it looks really weak.'David Gauke, former justice secretary, said the announcement is 'certainly surprising', particularly having just fought and lost the local elections.But he went on: 'It's not about personal vanity - he's not waited around hoping to get his second anniversary in as PM.
