Brian Seth Carmichael was charged with failing to report an accident with injury or death after Kimberly Touchton, 22, was hit in the head by the tire in Houston County, Georgia, authorities said.
A Georgia man has been charged after a tire flew off his truck and struck a woman who was walking her dog, killing her in what authorities described as a"freak accident."
Brian Seth Carmichael was charged on Monday with failing to report an accident with injury or death, according to the Houston County Sheriff's Office. Kimberly Touchton, 22, was hit in the head by the tire after it came off a vehicle driving on a nearby overhead bridge in Houston County, Georgia, on Sunday night,"It snapped her neck. She probably didn't even know what hit her, I think," Houston County Sheriff's Lieutenant Kent Bankston told the website. He added that the tire had traveled at least 300 yards before hitting Touchton and the crime scene was"easily" 400 to 450 yards long.
"I've been doing this for 33, 34 years and this is probably one of the most, if not the most, freak accident I've ever seen," Bankston added to theTouchton had left her home in a trailer park to walk her dog at around 9 p.m. but her family became worried when she didn't return home. According to WMAZ, her fiancé found her face down on the ground not far from the trailer park near Georgia State Route 49 and Highway 11. He immediately called 911.
