'Individual examples of low standards, poor behaviour, insensitivity, and a lack of care in the face of vulnerability'
Greater Manchester Police today issued an apology after a damning report lifted the lid on the experiences of women and girls in its custody after their arrest. The force said the findings of an inquiry evidenced a 'custody system under pressure not performing to an acceptable standard'.
The Baird Inquiry - commissioned by the mayor of Greater Manchester and carried out by Dame Vera Baird KC, a former national victims' commissioner - found evidence of 'unlawful' detentions and use of strip-searches. The inquiry's report featured accounts from women of their time in GMP custody, and made a series of recommendations.
The use of anti-tear clothing, said the force, has no ended. And GMP said all female detainees now have dedicated female welfare officers appointed to them. "The issues raised in Dame Vera's report evidences a custody system under pressure not performing to an acceptable standard. It demonstrates poor systems, structures and processes; compounded by a lack of routine leadership, scrutiny, and individual examples of low standards, poor behaviour, insensitivity, and a lack of care in the face of vulnerability.
"Our ability to take forward the recommendations is immensely strengthened by the substantial progress we have already made."The force said it was also committed to: "These issues are of the utmost importance and highlight the need to maintain the highest professional standards. These must reflect our duty, and moral obligation, to respect and uphold the dignity of all detainees but with a particular focus on women and girls.
