The leak occurred when a contractor working on the building drilled a hole into a column that was filled with a fire protection fluid.
The liquid can irritate the skin, and three people, including two officers, were treated for minor exposures, the safety department said.
As of about 11 p.m. Wednesday, the safety department said the leak has been slowed but not stopped, largely because of pressure in the vessel. Hazmat crews are continuing to try to halt it.
