Legislature earmarks millions for flood control projects, highway expansions, ship...

called the Gulf Coast Protection District. State lawmakers created the district in 2021, giving it authority to collect taxes and issue bonds with the approval of voters in five southeast Texas counties, including Harris and Galveston.

Lawmakers also tentatively tagged $400 million for expanding ship channels along the Texas coast, some of which may go to an ongoing project that will deepen and widen the Houston Ship Channel. Port Houston officials, who oversee the ship channel, say the $1 billion expansionto traverse the 52-mile waterway, reducing traffic and emissions and improving efficiency for the more than 200 chemical plants, refineries and other businesses that make up the busiest port in the country.

Phelan, a Republican from Beaumont, has said he wants to reserve a chunk of Texas’ massive budget surplus for the state’s sweeping infrastructure needs, including roads, water access, flood control and broadband internet.

Also folded into the budget proposals is a tentative plan to pump $2.5 billion into a new endowment fund for public universities that are excluded from the Permanent University Fund, a multibillion-dollar trove available to the University of Texas and Texas A&M University systems. The new fund, who have tried for years to gain access to the existing endowment fund.
