A hotel owner handed a council warning letter amid a row over dog poo has compared the seaside town to 'the People's Republic of China'.
The warning is issued to any persons who may be "causing persistent detriment to the local area" before the decision to issue a CPN, or Community Protection Notice, is made.For Brendan, he says he was given the letter as a result of a fallout with someone living nearby, after a police officer turned up at his home to hand him the warning.
He added: "I had to prove this maladministration against the council, that they had issued it inappropriately. Ultimately, after all of these months of research and I have to say, severe stress, I managed to do it." Brendan says Blackpool Council issued the CPW "without any investigation themselves" or guidance from elsewhere. Describing it as a "miscarriage of justice," he questions other warnings that have been issued without thorough evidence.
