The Police Scotland plan has been slammed by opposition parties who claimed it was a result of government budget cuts.
The national constabulary announced this week it would trial a scheme in the north-east of Scotland where certain offences will be logged by officers but not followed-up if they pose no risk or have no positive line of inquiry.
The number of crimes reported to police dropped from 459,032 in 2007-08 to 289,352 in 2022-23, according to government figures. The Tory MP said it was "completely unacceptable" that criminals are often "effectively free to break certain laws".
