San Diego, unsure of the exact number of whole-home short-term rentals, capped the licenses at 5,416 citywide , and planned to do a lottery to dole out licenses.
Short-term rentals play a valuable role in providing income for legitimate uses but the city must regulate the industry to ensure those seeking housing get accommodated and that homeowners who didn’t sign up for noisy parties next door have a voice. It’s also legitimate income for the city to manage the process.Rather than try to micromanage with arbitrary quotas, the city should clearly define those uses of temporary rentals that cause problems, such as number of guests, noise, or drugs.
