On the gender equality front, change is afoot in Europe. Effective this year, all higher education and research organizations will be required to have a gender equality plan in place to receive research funding from the European Commission.

We encourage institutions to consult all levels of staff and students and involve them in the teams setting up and implementing the gender equality plans. So, this should be an opportunity for young researchers to have access to the data and voice their concerns. They may want to find out what other organizations are doing and say, “Why don’t we do it here?”We don’t have firm requirements about what specific issues organizations should tackle.

Q: For the past decade, the Commission has provided funding for institutions wanting to work on developing gender equality plans. Why are you now making them mandatory for all?It’s a combination of factors. To some extent, the development and implementation of gender equality plans over the last decade by organizations wanting to undergo structural and cultural change was a success—we’ve accumulated a wealth of good practices and established practical tools for designing gender equality plans.

Q: To what extent do you think gender equality plans can bring structural and cultural changes within institutions? I’ve been involved in pioneering a gender equality plan myself at CNRS, and I think it can have long-lasting and multiplier effects. We took a scientific approach to identifying gender barriers within the organization. We also invited experts to come and explain that unconscious gender biases are real and that we could change things.
