Approximately 85 percent of the trauma patients treated at Brooke Army Medical Center are civilians from the local community, according to Castro's office. The defense spending bill that passed in 2020 included provisions by Castro and Warren that gave the Defense Health Agency the power to waive medical bills for patients who are"unable to pay for the costs of the trauma or other medical care provided to the civilian."

There is"no excuse for inaction on this important provision that would release thousands of civilians from burdensome medical debts incurred at military facilities," the two wrote inThe letter points to a GAO report that found the Department of Defense billed over 60,000 civilians between 2016 and 2021, and only 0.1 percent of the 26,696 of those cases sent to the Treasury for debt collection were reduced. Two thirds of the patients billed did not have insurance, the report found.
