One child told his mother he went outside only once in 11 months. Others also complained to their parents of unsanitary conditions and inadequate or poor quality food.that he was unaware of the concerns about the center and said a staffing shortage could be a factor in some of the allegations.
Sommerman – who has been at the forefront of the drive to get the records and who sits on the juvenile board – said he believes the commissioners court has very clear authority to view them. He said he would vote for an appeal if commissioners consider one. “The law is real clear,” he said after the ruling. “And I can’t believe that two lawyers and our colleagues asked him directly to break the law.”The juvenile department’s attorneys, Frank Adler and Brian Hail, said the law outlines that authority to request records rests with the local juvenile board and the state.
