In 2016, the US Department of Education found African American students received about 8% of all STEM bachelor's degrees, and only 4.5% of STEM doctorates. In 2011, the department found that just 6% of the STEM workforce was black. Harris wanted to reverse this trend during her presidential candidacy.

As Black women continue to be the leading minority group starting businesses, there's still a long way to go, given that Black women startups and entrepreneurs are leading the pack when it comes to being marginalized,. As of 2019, in almost every category, women of color are leading the women-owned business charge. Women of color represent 39% of the total female population in the U.S. but account for 89% of the net new women-owned businesses per day over the past year.
