A recent report issued by 21st Century Policing Solutions an organization of national policing experts, offers a sensible guide for police reform in communities throughout the country, including Chicago as it transitions to a new mayor. This leadership team must also prioritize improving morale among rank-and-file officers, understanding that true culture change comes more from the bottom up than the top down. Constant canceling of days off, a promotional system that is not seen as fair and has no set schedule and a general “us versus them” attitude between management and the union are just a few factors that make officers believe that things are only done to them, not with them.
Fourth, recognizing that police are part of the community, recruitment efforts must ensure that the department reflects the community it serves. Also, promotions must be fair and equitable, which will enhance supervision and accountability, as well as morale. It is also critical that officer training reflects the expectations of the community and focuses on the actual skills required to perform effectively in the field.
