Starmer has become ultra-skilled in selling a lack of excitement – an end to “politics as pantomime”. Quite often in introducing a lengthy manifesto of reannouncements, he boasted about the things that weren’t in it: “No rabbit in the hat”. Indeed, barely a hat either. The riskiest areas for a Labour government lie concealed like jagged rocks in a calm sea under the promising, baggy words of the Starmer lexicon. He returned to the theme of the party being “pro-growth”. But it is still vanishingly difficult to see what this means. When he talks about “investment”, he really means state investment, with the hope that the private sector will follow – but that is not an automatic result.
