Flames takeaway in Lancaster is facing closure after being found guilty of repeated breaches of immigration laws, security failings, and illegal parking. The council has decided to revoke its premises licence unless the owner appeals successfully.

A Lancaster takeaway is set to lose its premises licence for repeated breaches of laws on illegal workers and immigration, and failings on security staff and parking of delivery vehicles, city councillors have decided.

The takeaway is run by Rudolf Collaku, who is originally from Albania and a former Lancaster University economics student. Flames was the focus of a recent premises licence review by Lancaster City Council's Licensing Sub-Committee. Various accusations were made against it including police suspicions of it being linked to modern slavery and money laundering.Police brought the licence review, supported by Home Office immigration officers.

'This was not a one-off' Following the licensing review, Lancaster City Council published a decision. It states: "The Licensing Sub-Committee is very concerned that the premises licence holder has repeatedly breached immigration law by employing illegal workers. This has not been a one-off incident, with successive visits showing similar breaches, which indicated a complete disregard to immigration law at that time.

"The sub-committee is also concerned that the premises has shown a history of breaching its licence conditions in relation to the provision of SIA-registered door staff and management of CCTV. Furthermore, the premises has demonstrated its inability to effectively manage parking outside by delivery drivers, which could cause a nuisance or result in a danger to the public.
