And, even in the 48 hours leading up to today’s hearing, Muratsuchi said he was continuing to tweak key details in the hopes of finding a compromise that all sides could agree upon. Getting it this far has been a political battle, involving emotional hearings and strategic alliances.indecision, confusion and yearslong delays

The amended language takes out some of these provisions, has shorter history checks, and institutes smaller discretionary financial penalties in lieu of more significant ones.
