One shopper told LancsLive that two decades ago 'you could do 26 pubs in one night'
Rolling green hills surround rows of stone terraces, small signs of regeneration are starting to take hold of a few long-abandoned mills. Through the January drizzle, a small handful of midweek shoppers make their way through the town centre - on streets flanked by boarded-up businesses.
But hidden behind the boarded-up shop fronts is a statistic that marks Blackburn and Darwen out from the rest of the region. According to the latest figures, these neighbourhoods are the third poorest in the UK "There isn't a lot happening in Blackburn these days," says Steve who has lived in the East Lancashire town all his life. "About 25 years ago you could go on a pub crawl and do 26 pubs in a night and now you're lucky to find six open.
Steve adds: "I wouldn't say we're any poorer than other towns but it's the cost of living that people can't afford. We used to waste food but we don't do that anymore and we plan all our meals to make sure we make the most of what we've got."
